If that happened in bounds and the hit didn't knock the receiver over they never would have even considered blowing the whistle and calling forward progress. The reffing is all over the place the last couple of years and it's really annoying.

Simplify the rules. If the guy goes out of bounds before being tackled or the whistle blowing, stop the fucking clock. If the receiver catches the ball and takes a couple of steps it's a fucking catch.
