I doubt Bowles can choose what Gailey calls. You can blame him for trusting Gailey to call plays, but that is about it.
I think Bowles has a lot of faults, but I didn't have an issue with going for 4th down instead of taking FGs. I hated the play calls though and the execution was straight embarrassing

What lost this game was the 4 turnovers. You can not win a game (90% of the time) when you turn the ball over 4 times and the other team doesn't turn it over at all. That's on the players.

Well let's be honest we all killed Rex for not getting involved with the offense. This is where Bowles has to step up and say Chan WTF are you doing?! Especially on fourth down, you can't think Kellen Davis is the guy that's gotta get the ball with the game on the line. Chan was calling plays so erratically it looke like he was actively throwing the game.

Exactly. Bowles can easily veto any call and have Chan call a play that involves getting the ball to Decker or Marshall in the corner of the endzone.
Would hardly call it being out coached though, Bills caught a huge break with the Smith fumble and Ivory fumble, Rex didn't do anything worth noting and had a very basic and unimpressive gameplan.
