Not sure how you can say "he is a tremendous defense coach but he refuses to make the adjustments needed in todays nfl", that would seem to be a coach that is not very good. He had years to work on that but never did and many teams HC's know how to play him to take advantage. I think that is why you have seen a steady decline since his first year as HC, he will get a little bump this year with different players but I think the Bills keep their streak going, 16 years and counting of no playoffs.
