I don't think he said the last part? When I read the quote, it was just "rules are rules" No idea. It would be a terrible start to DQ a player because an official told him the drop was OK and it wasn't until the next day the officials actually realized he did something wrong then to DQ him because they missed it. Freddie Couples said it best, he said something like "well this means if I do it I won't be DQ'ed"

I root for Scott because he played his college golf at UNLV which is my alma mater. Ryan Moore and Chris Riley are also Rebels. The only time there really are nationalistic feelings are Ryder Cup when it's US vs Europe. I also like Boo Weekley because he is certified crazy and he's a good ole boy from Florida. He wears camo's on the course. I think one of his sponsors is Cabella's.
