The problem is Buffalo is the 53 TV market in the country. Just to show you how bad this is; Providence, RI has a larger TV market. It appears unfortunately the owner wants to make more money in a better market. He could do something crazy and move the team closer to New York City. He can then claim the Bills are a real true NY team since the Jets and Giants play in New Jersey. I hope I am wrong here!
Success can sustain a small market team, especially in this day and age when gamblers drive the market and fans jump allegiance like the seasons. But I think the larger problem for the Bills is that the Shield wants to keep growing and eating and those small markets limit the gains for the overall product. If anyone pushed the Pegulas to move it would be the most influential NFL owners, and if that happens, they won't be moving into Jerry Jones' backyard. Also not Bob Kraft's. Those guys want to keep their pie. If anything, I think it would be in an untapped market. Non-glamorous cities like Norfolk, Salt Lake City and Portland make a lot of sense to me. The NFL could create their own market there like they did in Carolina and Jacksonville, using lessons learned.
