I think if Kraft hadn't said what he said, the fine to the Jets would have been a lot more. Goodell probably didn't want to look like he's piling on the Pats because he knows he's going to have to do something about Deflategate
I couldn't care less if Woody has to pay $100k for this or if he spent it on the company of little boys in Thailand. It doesn't hurt the team on the field and that is where my interest lies.
