If that American bank is the one doing the lending to that foreign government they can choose to have as much control over them as they want, related to the loan that is. Have you never gotten a loan before?
Not mutually exclusive. I'll just reiterate the energy world is far from perfect. I just don't see our dependcy changing over the next 20 years. Hopefully clean harvesting can be achieved in such a way that reduces carbon footprint.
Not to mention an ethical responsibility to the world, environment and people affected by such a loan.
The loan was to private parties, not to another government. Enforcement would still remain a problem in any case.
Any loan, whether to a private party, government or business, can have multiple stipulations as well as remedies if the stipulations are breeched. Enforcement should not be any problem with a properly prepared contract.

Especially since many of those loans come from USTDA whose supposedly "supports efforts to mitigate global climate change by helping its partner countries develop renewable energy resources, invest in cleaner forms of traditional energy and modernize electric grids to increase efficiency, reliability and sustainability." How financing a new coal fired plant in India which is poisoning nearby communities does the above is beyond me.
