No round chambered should not really be an issue on base nor at home, it is safer anyway. Doesn't take but a second to rack the slide and sometimes that is enough of a deterrent to some anyway. I know some will disagree with this and feel there should always be a round chambered, personal choice I guess.

Taking a gun out of someones hand isn't going to change their desire to do harm. Better backround checks? Sure,no problem. But most mass shooters are first time offenders. So they most likely don't have a history.
One thing I have noticed is that the guns used in a lot of crimes were legally bought guns and later stolen by the mass murderer.
