That's the GM's job. If they just gave every player what he wanted, they'd never be able to field a competitive team. They have to have team salary schedules and get players as cheaply as they can. (within reason).
Seeing JD let top FAs walk (that he was after) tells me JD has a price in mind and won't go over it. He's very disciplined cap wise. He never acts like he's on the hot seat and must get so and so a player at any costs (I'm looking at you McCagnan)
