There are certainly a lot of concerns with Kaep, which is why nobody is tripping over themselves to get him. But he's been better in his career than Fitz. The only defense of Fitz has been that he was on bad teams. The same should apply to Kaep as well if we are ignoring his great seasons and only paying attention to the last two.
