The jets made him an offer, when he was on his way to KC, which happened to be before the start of free agency. Your calling it disorganized is a conclusion. It's something your stating with little or no support to back it up. For a team so " disorganized" we sure found a way to sign Colon, Garay, and Folk with almost no leaks to the beat writers that they were happening. We also managed to get Goodson signed early in free agency. We may have lowballed our offer to DeVito, but for a guy that brings 0 pass rush 4 mill is far too much. This was not a team lacking a plan, it was one that did not want to overpay an average at best run plugger of a lineman.
