It'd be nice if the authorities had some dashcams or something just to keep the uproar to a minimum. If the protester fired first then at a minimum the protest leader should be charged with reckless endangerment for creating the environment in which one of his followers fired at somebody.
the problem with doing nothing when it comes to dealing with lawbreakers is it sets a bad precedent. Bundy's family was previously involved in that Nevada deal that they paid no cost for, other than wasting their time, but they did not even see that as a cost. So imo he saw no downside to further lawlessness.

Somehow I don't see this group surrendering peacefully in any instance, don't know how they thought a shootout with SWAT would be smart but I could see a couple of them being told to raise their hands and instead pulling out a pistol to show they could not be intimidated. Especially since the guy who was killed recently said he does not want to die but they would never put him in jail.
I also doubt it. It's going to be funny watching the left completely side with the police on this one though. You can't trust the witnesses in this case, obviously.

Peace Officer is an important distinction that we need to make as a society. Often it is better to let minor known transgressions proceed as long as there are no real victims involved. If things escalate or look like they are going to escalate then you need another type of action to prevent that. The law is not as strong as the numbers of times it is applied. It is as strong as the number of times it is judiciously applied.
Your general statement is fair enough as far as it goes. But it does not address the concern that letting instances of this sort pass with no consequence to the lawbreakers makes it more likely they or likeminded others will use the government's passivity as an invitation to engage in future lawlessness. I think that is precisely what happened here.
