I don't think it was much of a risk. At that late stage (after the teams had gotten down to 53 and then went through a few days with further waiver wire claims and further cuts) it seemed unlikely that someone would claim him. Also, he's too short for most teams to want him as a CB and he was roasted in the last preseason game playing against many receivers who will never have an NFL career. To reduce the risk that someone else would claim him they also made him the last cut. If he was claimed by someone else it would have been unfortunate, but the jets have a lot of really good special teams players now and Hakim is also a fine gunner.
