    It was more of letting the Browns know they can't start to push when a QB is committing themselves to getting out of bounds even though it was a flop.

    They got a slap on the wrist on the Mingo one(Which was a good play by him) but the refs want to let it be known that you can't start to push guys when they are committing themselves out of bounds or sliding.
