Actually, he wasn't bad after game one. And he must have something since they didn't cut him at that point.
The issue was that the receiver was helpless and the hit high, not that he hit the receiver in the head. They're trying to protect WRs too.

The jets defensive line..(4 man front ) has been unstoppable, pressuring Andy all of the first half, if they want to send one LB every other down, it's fine, but it's just not necessary in games like this. The bengals might have to use a Max protect just to stop the 4 man front for the jets
