Actually, I thought this was a foregone conclusion. If Leon had signed the tender, he'd be agreeing to the 2nd-round tender -- $1,759,000 for 1 year in 2010 - like Eric Smith did. By not signing the tender right now, he's making himself available to other teams that want to work him out and possibly draw up an offer sheet. This is playing into the Jets' hands, because Shitkeels will find out what Leon's true fair market value is and the Jets can match any reasonable offer.
I didn't know that signing the tender prevented other teams from making him in an offer. If that's the case it makes sense.
