QB is different b/c 1. It's the most important position on the team and 2. There's limited development resources (coaching and practice), so team must devote as much as possible to rookie and 2nd year QB b/c (see 1.)
6'2 1/8", 214 lbs. were his official pro-day measurements. Mike White is 6'5" 218, and Flacco 6'6" 245, so Zach looks tiny in comparison.
I bet he’s 10-15 lbs less today than he was at his pro day. They always lose weight their 1st year. He can take a hit though, I’ll give him that

Still not sure that I get the point of your 6'1" remark but... who cares? Is Zach short? No. Is he slight of build? In comparison to Flacco or the "prototypical pocket passer", yes, but so is Mike White. EDIT: now I see where the 6'1" remark originated.
If there are "limited development resources" available then the General Manager needs to change that. There is no cap on spending or headcount for any of those items and therefore no reason to limit such tools if the team is serious about getting optimal return on its investment. Everyone understands that the QB is the most important player on the field in the NFL; attempting to use that as an excuse for failing to improve every facet of the team serves no useful purpose. You're not really advocating that starters be selected based on anything other than their ability to perform their jobs, are you?
