Players who don't attend may be subject to getting cut if coaches want to enforce players to attend without saying it.
You can make them mandatory or not. I am also pretty sure, they wouldn't just cut a player. Even so, it could be a Google hangout session while a player was on the beach. Just allow them to communicate year round
The 2011 CBA was nasty. Management got the money and threw the player a bone to re-certify. It was a lopsided win for the owners. Most people forget how nasty that lock out was and what the stakes were for the NFL. When they won the appeal on the players decertifying they basically got everything they wanted. The Union had to bring something back to the players. It wasn't much.
The next CBA is going to be an even bigger mess. Franchise Tags, QBs salary under the salary cap, etc. I am sure, the players and coaches wouldn't mind contact all year, both sides will need to give up something.
