A #1 is a guy whose skill set is such that you wouldn't be taking a lethal risk by throwing him the ball even if he were covered by a DB. Eric Decker, while a nice receiver, is not in that "throw it up and get it" mold. Again, nice WR but I ain't throwing big $$ at him, not with the receiver-rich draft staring Idzik in the face not to mention other roster holes needing to be plugged.
