Do our scouts seek out these guys intentionally? At times like this I wonder why we can't have nice things like others teams seem to have.

Most people show the effects at about .08%, but individual tolerances do vary. Some people can get wobbly after sniffing the cork, and others can seem fine after drinking everyone else under the table. The problem is that even if a person seems to be "perfectly normal," his faculties and senses can still be significantly impaired. You don't have to be falling-down drunk to be under the influence. I doubt many people are fine at 0.15%, not matter what they may think.

I have to disagree with the bolded portion of your post. Seriously I agree. The fact that he had issues with alcohol in the past , going as far back as high school would definitely indicate he needs treatment. Sadly, that only works if the person wants it to.
He either weights like 100 lbs wet, drank more than 3 beers, or he was drinking a very high percentage beer. But he waited 2.5 hours to drive since his last beer, I'm betting on more than 3 beers.

I'm beginning to think Mac doesn't know much or care about character? As much as I thought the 2017 draft was a great draft, the rookies all in all were OK and now this. All I can say he'd better straighten out his life. If he does something stupid like this again he should be cut.
To be fair, it's an honest mistake. It's really easy to head into oncoming traffic in the Lincoln Tunnel, when you're toasted out of your face at 2 o'clock on a Monday morning. But seriously, why are these guys even thinking of driving when they go out at night??
Even a fringe player like this makes a lot of money, has the notoriety of being an NFL player and has plenty of time on his hands in the off-season. If I remember my algebra correctly, money + fame (even fringe-player fame) + a lot of free time = a recipe for serious trouble.
