Yeah from what I'm reading is that VP officiating sent a training video out and explained official would keep an eye out for it. I can't tell if that sentence means he told the refs or told the teams. If he told the teams, clearly the training video wasn't clear enough, it got lost in the mail to Foxboro, or Bill didn't care

Also the gif of what Coples was doing on the Pats FG doesn't look like pushing, you see him being blocked. But the photo that was passed around didn't show the same angle as the gif so that clears that up. What's weird is that it's a new rule that offensive players wanted for safety, yet the refs didn't call it until the Dolphins and then Jets had to stress it.
