Sanchez had one year of actual college playing experience and Smith was in a system offense just like Petty was, none of them were ready but that doesn't stop you from making Petty the BACKUP...you seem to be having trouble understanding that part.
Backup QB's hit the field all the time and they're expected to be able to do so at a moment's notice and with less preparation for the opponent than a starting QB gets due to the asymmetry in practice snaps between the starter and the backup. This is why teams don't routinely carry a young guy they are developing as the backup. That guy is the last person you want to just chuck on the field in an emergency unless he's the obvious franchise QB-in waiting. It's why veteran QB's regularly get paid $4M a year to sit on the bench, something like 3% of the salary cap devoted to one backup player who you hope won't hit the field ever. Petty is not a backup QB at this point. He doesn't have the key skills to be a backup QB, those being primarily the ability to get thrown into a maelstrom with not enough preparation and to survive without making things worse in the process.

Yes, that's the trade off in not keeping 3 QB's so you can avoid guaranteeing the vets salary for the season. It's a risk but it's not a huge risk, like going with a rookie 4th round pick as backup all year would be.
Rex doesn't understand what a steady veteran backup QB who can actually perform on the field looks like. He can't value what he's never had before and so he cut Cassell, who was probably the best of his 3 QB's unless Taylor has a miracle year or something.
