It wasn't just land ownership that was required to vote. The rules varied from state to state and in some states you had to have really significant assets to vote. It is estimated that 10% or fewer of adults were eligible to vote in the aggregate in the US in the 1790's. The only state that had something approaching universal white male sufferage at that point was Pennsylvania, a state founded by Quakers who believe that every man should have a right to speak at the appropriate time and place and the ballot box was that place.
