I think that was the plan in a non-covid world where we'd get neutral match-ups in London, Mexico City, States with no NFL but strong college followings, St. Louis, San Diego, San Antonio and the like.

I think my biggest concern here is the players. 16 games already takes quite the physical toll. I know the idea is to reduce preseason, but they barely play starters in preseason. Preseason spreads the risk a bit, but more regular seasons games is going to be way more concentrated on the starting players.
