They could achieve more by teaching players to keep their heads out of the way when tackling. It wouldn't rule out all collisions because they come from all angles in this game, but it would stop some of the deliberate helmet-to-helmet contact.
It would not change the game fundamentally if players stopped leading with their helmet. It would just stop them from turning their brains into soup.

Sabo: #Jets 7v7: Rodgers finds Lazard on a vertical, really tough catch in traffic against tight coverage, ball thrown early to take advantage of the cover guy’s eyes not being there early enough. Big play, 1v1. First play of #Jets teams 11v11: Solid-looking rush concept (Breece), as Lazard was heavily involved to take out a specific defender on the play. Later, Aaron Rodgers finds Malachi Corley on a one-handed circus catch near the sideline. Sort of a semi-busted play—as nothing was initially open downfield—but Rodgers used his eyes to keep the coverage off Corley long enough for the intermediate gain. (Initially thought it was Garrett; they got me again.)

CTE is caused by repetitive trauma to the head so not even so much the big impact plays you describe, its the blocking in the trenches where the head bounces back and forth inside the helmet all game/week/season long That's why these weird looking condom helmets are helpful for lineman, they reduce the season long grind. I don't care if they wear them in games myself. I'd actually rather see them wear weird helmets than have the refs throw 15 yard flags every time someone has a hard tackle

Mosely and Quincy are considered to be one of, if not the top LB duo in the NFL, and Sherwood, Barnes and Surratt have been making plays all TC. We have a couple of rookie UDFA LBs who look to be pretty good prospects, but they have little or no chance of making the roster. All they can hope for is the PS.
