IMO they can't. Berrios only gives the Jets 4 WRs: Moore, Davis, Berrios and Mims. They need at least 6, and I doubt they draft two.
We still need to sign a TE, at least one DT, maybe another WR or safety and then start adding depth pieces, backup tackle, rb, etc. That $20 million will be gone fast.

I would much rather not steal from future years and live within our means this year as hopefully we will need a lot of money to resign everyone form the 2021 draft class, 2022 draft class and Becton. To do that we will need to be rolling money over the next few years to prepare to resign Zach, Moore, Becton, AVT and everyone we draft this year.
thats way down the road. we could easily option becton and resign zach. the cap is going to balloon by then anyway and you can never spend 150 mil in 1 offseason. there is also a minimum required spending you can't just roll everything over and never spend

this is why bad teams stay bad. they didn't even have that much space. only abuot 35mil not including the 10ish for rookies. they burned it all out on a WR3 being paid like a WR1, an old oft injured OG, and an overrated LBer for about 50mil annually for the 3 of them
They are desperate to change the toxic after effect of Urban Meyers disastrous signing. They want to give their fans something positive to think about and feel they deserve a better product on the field. Doug Pederson is a good HC and they want to make sure he gets out of the gate with whatever he needs to be successful, I can definitely understand why they are spending the way they are.
