It appears to be legal unless the person signaling blocks someone before the ball is touched. Found this: A player who signals for a fair catch is not required to catch the ball. However, if a player signals for a fair catch, he may not block or initiate contact with any player on the kicking team until the ball touches a player. It was definitely close to a hold - if you look at the gunner on Knox's side around the three or four second mark it looks like the shoulder is held, but there is no way that it would have had any impact on the play, and the flag came out extremely late.
Interesting play - the Redskin player was flying through the air when he touched the ball and when he fell out of bounds he was no longer touching the ball. That should be overturned and it's Washington ball.
