not officially. But they can announce the agreement in principle beforehand. It has happened a lot in recent years
Agreements in principle are not contractual obligations and the Texans ownership has already shown that they don't really value them.
There’s no reason for them to rush it. The draft isn’t until the end of April. Things will be a lot clearer after they sign their coach. I can’t think of a situation where a team backed out of a deal agreed on in principle, but I guess it could happen.
