Think he is saying that he believes that both players should get similar reps during the season no matter what.
Clearly he wants Chad playing WR while Kellen plays FB. That way they can both be playing at the same time.

Having 2 QBs split the snaps during the regular season is a horrible idea. Makes the other players wonder who their leader is and is strange for them to have 2 different guys running the offense at different times. Especially if they have completely different throwing styles.
Yea, Peter King is pretty much your worst possible source of factual information. The guy appears to raid other stories for tidbits and then preproduce his perspective. What a joke.
Peter King likes Clemens a lot. King clearly thinks the Jets would be better off with Clemens under center, and maybe he's right. His positive comments about Chad were just out of respect. The day we drafted Clemens, Jaws and King both thougth we got the best QB in the draft.
