The Ex-I'm Bank may have loaned the money for these projects but did so with environmentally sensitive restrictions. The enforcement of environmental regulations lies with the government where the projects exist.
Just pointing out how much ($$$$$$) the previous administration committed to fossil fuel projects, including coal; around the globe. ...And the "environmentally sensitive restrictions" ... were walked all over; without penalty or punishment.

As much as the cons enjoyed demonizing Obama, he wasn't a hard-core leftist. He was open to other points of view, as shown here. Which was a good thing to have in a president.
