   Lets say someone is running with the ball and wants to stop the clock, but can't get to the sideline. If they lateral the ball out bounds is that a legal play?

   Depends... if its inside the last 2 minutes the clock can not stop on an intentional fumble. outside of 2 minutes, yes the clock would stop
