It's perhaps a decent comparison, but don't go thinking he is going to be the same type of player. Chad, for all his flaws, was a very good QB. He lost a good deal of velocity after the first injury and was just not able to hit those intermediate out routes with getting jumped often. His timing and accuracy were top notch. Barkley may be a good NFL QB, but he is going to be more of a game manager than game changer.
