I don't think they made him "an offer he can't refuse", and I think that's smart. Doing so would've meant doing a "Maccagnan" and offering him so much money he would likely never live up to it. Hopefully though it's a really strong offer and one that N.O. can't match.
What's more astonishing is that any legitimate news outlet would rely on him as the foundation for a story.

Jeff Darlington also spoke about this on ESPN's Get Up. Not sure if his source was also Inc. Bob but it is clear Jets will make an offer to Carr. I am sure Carr will want to take his time to listen all offers and Jets will obviously respect that. Fingers crossed. Carr might be our QB by this weekend.
IB has sources. He’s not always right and who knows who the hell they are, but he’s gotten a lot right over the years to the point where it’s not coincidence. The Jets odds were around +800 to get Carr less than a week ago. They skyrocketed in the opposite direction to -300 right about the time he dropped that tweet.
I would say it is absolutely coincidence. That dude has never made a definitive statement in his life. What he’s mastered is the art of pulling the wool over peoples eyes. Jets are preparing an offer for Derek Carr, but who knows he might not take it, he might just take that to other teams and negotiate with them. Groundbreaking stuff. Sal from Ronkonkoma could have given you that exact same report.

it’s a definitive statement that can never be proven wrong unless someone comes out and actually reports that the Jets never made an offer. Like I said he’s mastered the art of pulling the wool over peoples eyes. He takes blatantly obvious stories and adds a hint of insider fairy dust to it and Hedges his bets. Most times it doesn’t work out. A few times it does.
