Maybe we can develop him into a free safety. Coming out he was projected as a future safety convert down the line. Some scouts compared him to Malcom Jenkins. At 6-1 210 he has the size of a safety while still having CB speed (4.40). Like OP mentioned, his only issue has been his health.
Why do we sign guys who were injured and on the mend? Are they cheaper or just outnumber the healthy guys on the NFL unemployment line.
Hey the Patriots signed Collie, and he's very talented just can't stay healthy. Sometimes you just hope the player is healthy and can avoid staying hurt. It's worth the risk because the talent is there.
Talent issue. If you sign a healthy guy the reason he was walking the street is that he wasn't good enough to stick. If you sign an injury recovery, well that's why he was available. Not sure if I buy it but it's a rationale.
Could this signing have anything to do with Kyle Wilson being included in a trade for Josh Gordon? I hope not.
