For sure. Drafting a DB with a broken ankle got JD some flack at the time, but Hall could turn out to be the late-pick diamond in the rough all teams hope for. If not for the ankle he may have gone a lot sooner, like the 2nd or 3rd round.
I think he has a chance to be a legitimate #2 CB. There are questions about his athleticism but has all-world work ethic.
After his effort issues, this is likely justified. They're better off playing and evaluating Austin and Hall or even Jackson, Guidry, Ballentine or Maulet. This is extended preseason.
If Hall is the player I imagine him to be we could have two corners that will fit well in zone defenses. And I hope the team will recognize that. Bless can certainly tackle and isn't scared to come down in run support. I imagine Hall can too - that Virginia defense was physical last year.

I would still want to upgrade Austin as soon as possible. I’m fine with him as the #3 (non-nickel) but I want someone with better technique as the starter even in a zone based coverage scheme.
