    Round one its:

    1 Houston
    2 New Orleans
    3 Tennessee
    4 N.Y. Jets
    5 Green Bay
    6 San Francisco
    7 Oakland

    but round two is:

    33 Houston
    34 New Orleans
    35 N.Y. Jets
    36 Green Bay
    37 Denver (from San Francisco)
    38 Oakland
    39 Tennessee

How did this happen (not that its important)?

it has something to do with several teams having the same record and tie breakers. i think it is different in 3 and 4 also

In the draft when teams have equal records their order changes around as it goes round to round. The Titans, Jets, Packers, 49ers, and Raiders all went 4-12 so since the Titans won the tiebreaker they picked first in the 1st round but then will pick last in the 2nd and everyone moves up. The same will happen in the 3rd... the Jets will move to the back and the order will be Packers, 49ers, Raiders, Titans, Jets.

It's a complicated thing that the NFL puts it just to keep it fair so a team like the Titans aren't picking 4 spots before the Raiders in every round even though they had the same record.
