The cap will be fine next year. The trick is going to be avoiding handing new contracts to 28 year old free agents as we cut the 30-31 year olds we signed over the last 3 years. Giving Brian Winters some of the money is a good first step.
I would cut all of them except for Harris and maybe Marshall. Harris for his leadership and Marshall just to see what him and Decker can do next year together again.

It will be very easy for Macc to create 40-60 million in cap but I want to see who he replaces the old vets with. Personally, re-signing Brian Winters is priority #1 for me because he's an important cog on a weak o-line. I think Winters will use that as leverage too. There are quite a few no brainer cuts, the ones to me that are up for discussion are Decker, Marshall, David Harris, and Mangold. You could make an argument for and against the 4 of them and I could totally see both sides. David Harris is a leader on the defense but he is not a modern day linebacker and has been a liability in passing situations for as long as I can remember. I think it may be time to let him go. Mangold is a jet legend and deserves to retire with us. But he is not worth his cap figure so unless he wants to come back on a restructured and highly reduced deal I would move on. Marshall had a bad year and was the source of division within the locker room. I would try to trade him for a late round pick if possible. If not, just cut him. Decker is a hard one because it depends on his shoulder/hip surgery. I also personally feel as if Decker put his friendship with Fitz and Marshall before the team and that is a cut/tradable offense. The team always comes before your personal relationships and I feel as if 2016 was marred by personal relationships versus what was best for the team. Decker and Marshall, although very talented, also got way too involved in the player personnel department and made the long contract standoff with fitz that much more divisive. Decker even skipped a week of minicamp or something like that because he wanted to send a message that the Jets sign Fitz. The patriots would have cut or traded Marshall and Decker the day they did that, Jets need to adopt this approach towards players who overstep their boundaries.

I'd cut Marshall in a NY minute. Richardson is trade bait. Maybe for some 2nd and 3rd round picks. Which we should use to get more Ol, a CB and maybe a possible edge rusher.
Sheldon goes in this scenario. Marshall was a horrific teammate in his 3rd year. But his talents were far superior to Richardson. Sheldon showed me that he takes a lot of plays off this year.
Pretty much agree with everything you said but you should have included Mangold with Marshall and Decker in the off season campaign for Fitz. I think Mangold will be offered a reduced contract and may retire like Brick last season. Harris could also be approached to take a paycut. Marshall needs to go. He has worn out his welcome, as he did in Denver,Chicago and Miami. He's a cancer in the locker room and quit on the team. He is more concerned about his future as a broadcaster then his current career as a reciever. Decker ? I think will be back. Don't know what to expect from him coming off two major surgeries in one off season ,or when he will be ready to play . I don't see Revis making the transition to safety and hope he has played his last game. I also think extending enunwa should be a priority this off season.
Richardson will not bring multiple picks. He may get us a 4th rounder, possibly a conditional 3rd but I don't see any team even offering that much.
To hell with Brian Winters, he sucks. Draft as many good to great OL as possible. David Harris still tackles, but can't cover a fence post, dead weight. If we draft Foster, our inside linebackers will be set. Keep Marshall one more year. Mevi$ is gone unless he takes a pay cut, or moves to safety rapidly and fluently. Mangold may be in our ring of great players, but needs to take a pay cut for another year or two. Gilchrist, Clady need to go. Also, I understand that Decker is a solid contributor, but how is he going to play afther his injury? Maybe we can upgrade in the offseason. If Geno is retained (and I believe Mac and Todd will make that happen) he will start. We won't be carrying 4 QB's this year. I'm not a big fan of Forte. He is less and less likely to produce big numbers. Powell, at this point in Forte's career, is a much better runner, and catches the ball just as good. We don't need Forte, we need to get young at the RB position. Sheldon can stay, but this idea of converting him to LB is stupid. We need to draft/sign a good pass pass rushing OLB. Lots and lots of holes for Mac to fill. Let's all hope he doesn't blow this draft. BPA, no more project 2nd rounders. Hopefully Mac will get help From the team's drafting 1-5. Some random thoughts -nobody wants Sheldon . He's a low character , fair weather , off the field Incident Machine with 1 year left on his contract. Who would rather have him instead of pics that will play at a low price for 4-5 years ? Would you be happy if the jets gave up a 2nd and third, giving away some lb and cb depth while we get this hoe whereabouts wondering clown for 1 season 8 mil ? Don't think so -I like all of your cuts in the first collom. Maybe I would stick it out with forte just because we don't gain from cutting him . I'd say move him to the third down role and keep him for veteran leadership. As far as I know he's a stand up dude who takes his preparation and condintioning very serious . Gilchrist and Clady are no brainers -Marshall said he would take a pay cut. In fact this unstable mothafucka said he would play for nothing . Talk is cheap tho but if he does come back on the low he could be an asset as long as we don't implode like last year . -sign enunwa now. Throw him a mid range receiver pay for 4-5 and see if he bites. He was a star on a shit offense so I'd try to tie him up now before he commands more money. And to an extent winters too. He stepped up this year -I'll take some heat for this but think Geno Petty Hack should be our qbs. Not sure if geno would be willing but he's very familiar with the team and won't command much money . Let's be honest ,there is no reason to think next years team will be any better than this years so let geno and Bowles be the sacrificial lambs while the the other qbs learn and the rest of the team grows. -revis will not be playing safety. For the money would have to pay him we could actually get a top tier one. It's not some natural progression to go from cb to fs. Only a few have done it Ps thank you for compiling all these numbers . Forte is cheaper to keep than cut, he was good when healthy. Revis would definitely need to restructure to take a huge cut, doubt he would be willing. I do think he could transition to safety without much problem, don't think it will be for us. I'd hate to cut Mangold, he's been great for us... But business is business.
Finally a true rebuild whether they want it or not because the roster is so weak. Can count on two hands the players actually worth keeping around, regardless of contract status.
