Cuomos a snake oils salesman. He is the one who determines if more hospitals can open, expand, add extra ICU beds every year in the state of NY. He also turned down purchasing 1000s of ventilators.
Cuomo can't blame anyone but himself for NY not being prepared, he is THE PERSON who decides if Hospitals should expand or not. He can sit there and say Orange Man bad all he wants, but he is fully responsible for NY at the end of day and he could have had everything ready.
But like most of the world, no one was prepared for this, so people should stop trying to blame others.
He's the Governor, not the Emperor. He doesn't make decisions about opening or closing hospitals. Part of the reason no one here was prepared is because Mr. Trump closed the office charged with the preparation. It has also come out that a "Playbook" for pandemic response was ignored which pushed back such things as having adequate supplies and equipment by about two months.
I'm going to call BS on the ventilator story; that's been one of Cuomo's biggest complaints:

A 2015 New York state report said that in the case of a “severe” pandemic, the state would be short about 16,000 ventilators during the peak week. But the report did not recommend buying 16,000 ventilators, and did not indicate whether the state was at a fiscal position to purchase them.
The state did not plan to increase its ventilator stockpile because it anticipated that in the event of a severe crisis, there would be shortage of trained staff to operate them and demand would outweigh any emergency stockpile.
The report said the state had to balance the likely ventilator shortage with the need for adequate funding for current and ongoing health care expenses.
This is utter horseshit and you should be ashamed for parroting that kind of gaslighting.

The Trump administration has gutted FEMA to use it as a slush fund for his priorities ignoring Congress appropriates. FEMA has been stressed by Global warming. They have to respond to more fires, more flood damage, larger tornado's and now pandemic. The Federal government unlike the States doesn't have to balance the budget.
FEMA needs more funding and it needs the POTSU to use the funds for emergencies instead of funding his immigration policy when Congress won't appropriate for it.
Put yourself in Cuomos shoes, hes running the whole state of NY and Hospitals are just part of it. Money allocated for ventilators beds and staff fall under the private sector as well
The advent of the Pandemic made it a National crisis with NY just a part of it. Thats why he wanted to see how the Feds would help each state first rather than bringing your own budget down to zero

Well I'm hoping my son doesn't have to go through all this. He works at a bank on the upper west side and a worker at another branch tested positive so they closed that branch. Except there are a few workers that float between the branches and he happened to be working with one of them the other day, well she got sent home sick that day. He wasn't just in the branch with her, they were doing double verification transfers so he had to be sitting right next to her.
He's been avoiding my 82 year old mom since he is staying with her right now but he's probably going to head to a hotel to quarantine, just to not take any chances with her.

NY hospitals have been in bad shape for years, Cuomo has the final say on whether a hospital can expand or open. This on Andrew Cuomo, hospitals are in bad shape and so are the NY state prisons right now, inside the prisons masks aren't even being given out while the virus spreads like wildfire, this is Andrew Cuomos prisons, not Donald Trumps.
Trumps not the one who makes those decisions, it's Andrew Cuomo who has done a horrible job running NY state. To many of you just have so much trouble taking off your Orange Man bad derangement syndrome goggles to face reality.
Explain why Cuomo is not addressing the Prison meltdown that is currently occurring in his state prisons. ... (go ahead and say its trumps fault... I'm sure you all will find a way to twist it)
Why is it one or the other? Trump's horrible response is evident, but it doesn't mean because he has been terrible Cuomo by default is blameless. I don't know anything about NY politics but it seems the current debate going on is about absolving whoever is on your team rather than simply evaluating them on their individual merits. Trump is irrelevant to any criticism of Cuomo, and vice versa.
If a report advised that 16,000 ventilators would be needed in a pandemic and Cuomo decided he had more pressing needs to finance, then Cuomo has contributed to the shortage.

The Division of Hospitals and Diagnostic and Treatment Centers (D&TCs) is under the statutory authority of Article 28, Section 3401 of the Public Health Law (PHL), and Title 10 of the New York Codes of Rules and Regulations (NYCRR), Section 405.
This organization decides the need for hospitals, clinics and similar institutions. They decide how many beds a hospital may have; they decide when and where hospitals should open, close or expand or contract.
Simply, you don't know what you're talking about.
