If you draft a guy at #16 as a part time player, you need to fire all you scouts. Wilkerson aside, K. Wilson (part time player - starting for injury), Gholston (project), Ducasse (Project), Stephen Hill (Part time/Project), Tebow (P/T, Project). All recent 4ths are part timers.
