Most teams have tons of cap space this year and there aren't enough quality free agents to go around. The franchise tag was becoming less popular in past years because many teams had huge cap problems and there were tons of great free agents that the cash strapped teams couldn't afford. As teams get better at managing the cap more players will get tagged or resigned beofre they an become UFAs.
