Many moons ago I took my 2 daughters, ages 4 and 6, to an amusement park in South Carolina and some creepazoid followed us around doing the same thing. I reported him to security and they just shrugged and said, "Yea, we kick him out of here all the time".
The topper was when we got back to our hotel this same guy was hanging in the lobby. Again, reported him to hotel management with the same results, they shrugged and reluctantly asked him to leave.

Is this normal down south?

I've seen worst thanks to the Internet when I use to visit 4chan (terrible place, don't visit there. That place has no limits) . This problem is not just in the South.

Some guy in a NYC train (couldn't tell which line it was but it's the old train with the orange seats) whipped out his junk when he was sitting behind a lady with long hair . Long story short he eventually ejaculated on her hair without her noticing.
