    Actually, not true. Ratliff was active. The rule is, if the third string QB (as listed on the depth chart) comes in, the 1st string QB cannot return to the game.

    That being the case, until Ratliff passes Clemens on the depth chart, you wont see him on the field this season. Even in mop up duty. You always want to make sure the #1 guy can still go on the field of the unthinkable occurs.
