Well supposedly Adalius Thomas (from the Ravens) could be availalbe if not franchised, for which the deadline is today. He can be a 3-4 OLB/DE for us.
That's absolutely true, however in this cap rich season I doubt anybody who would be a plus at DE is going to hit the skids before the draft. Even in June it's going to be tough to get a value pickup off the waiver wire regardless of what you're willing to spend.
Kenyon Coleman is the last guy out there with decent experience in Parcells 3-4, to translate to Mangini's 3-4 and has had some success.
