This makes sense on paper but this is the type of game we win almost every year to drop a little lower in the draft. This is the most committed to the tank we've ever been though so fingers crossed.
You’re underrating the matchup aspect of it though. The Chargers are conceding the game by resting Herbert while the Broncos are playing for the 1 seed anyways. I think an experienced team would much rather go on the road to Jacksonville to play a first time head coach and Trevor Lawrence who is definitely an inferior QB to Maye even at this point. I think the Bills want to win and get that 6 seed and roll the dice against the Jaguars rather than playing the Patriots for the 3rd time.
It's really a combination. Yes, some tank decisions to be sure, but also absolute ineptitude of the coach. Normal tank does not look like this. I mean you do not have to be losing by 21+ every game with the game out of reach in the 1st quarter. I don't even remember Jax losing that badly for Lawrence, and they were super committed. The Raiders are not losing that badly either and they are definitely committed and will actually succeed. This is really not normal. But I can definitely see instead of losing 5 games by 7-10 points, they lose 4 by 25, proving complete incompetence and then stupidly win one against the back-ups with preseason game plan by a point and ruin the draft spot.

It will snow in Buffalo over the next two days including on Sunday. If they don’t land a home playoff game, it’ll be the last game in that stadium. They also jump the Chargers in the seeding and avoid going to Foxborough in round one. The Jets that are out on the field on Sunday are going to be staring right at that clock waiting for the game to end. I don’t think they have much of a chance. Fingers crossed but everything points to the Bills having reasons to win.
