I don't think players are subject to discipline for tampering. Never heard of any player being punished in that situation.
Tampering relates to an attempt to interfere with a player under contract to a team. I think you're right that it could not apply to players. Agents however could be sanctioned in some way. Not sure exactly how but if they are talking to another team about one of their players under contract to a different team they are clearly tampering with the contracted team's rights.
The part of this I find most amusing is the finding that the Dolphins didn't try to lose games in 2019, when every year there are teams that are blatantly trying to lose games by stripping the team of good players or just sitting them down "to see what we have for next year." It was obvious that the Dolphins were tanking - the only unusual thing about this was the $100K offer to Flores, which the team now acknowledges did in fact happen ("not to be taken seriously"? Please). Fins fans seem to be blaming Flores, arguing that if he hadn't raised the issue of being treated unfairly, the NFL would have never investigated and found out about the tampering. The more relevant thing is that whenever the word cheating is involved Tom Brady is always somehow in the building whether that be literally, figuratively, or symbolically. That's more the non-story story here. Yes, that was on purpose. They do, but losing their own pick is huge-- especially if Tua sucks. If they finished with the 9th overall + SF 20th thats plenty of ammo to move up and get one of the young guys coming out. I think there are 5 or so teams with multiple 1's in the '23 draft so they are in big trouble if Tua really blows.

Good point. They don't control their own destiny with the pick. If Trey Lance plays well and the Niners make the same kind of run they did last year then a lower 1st won't help their chances in selecting a new QB

The good news is this could be a distraction that causes them to play flat a lot of games. Hopefully against us.
