Build new, pay extra to have it meet Miami-Dade hurricane code.... put house on stilts, and park your bay boat underneath just dont do it now, construction costs and time frames are just stupid right now.....
I don't think it's wise to prepare for a disaster when you do not yet know the full magnitude of the disaster. A meter of sea-level rise would make storm surges up and down the Florida coast unsurvivable for the majority of residents on the coast. Better to retire to a place where weather won't be a killer in the worst case. Things like the Galveston and Key West surges are once in a century events, however we're starting to see them happen more frequently in the warming era. Both of those events killed thousands of people in ways that FEMA would not be able to respond too if they happened today.
