Complete waste of 6.5M. Seemed to always be injured, and looked lackluster when he did play. For around 2-3M, nothing guaranteed, maybe I'd give him another shot. Otherwise Vyncint Smith may even be better option.
I don't really think it is a bad move. You can never have enough speed at the WR position and JD is probably taking a marker that he can't get a good WR during the draft plus they can get him very cheap.
