From what I've read, the children were in a third car that was struck by the car that Reid struck with his car, as well as Reid's car (the second car had run out of gas on the entrance ramp to I-435, and the driver called family, who came in the third car, which had been parked in front of the second one). Kansas City PD claims that there had been "multiple prior DUI contacts" with Reid. Reid is actually a convicted felon, having pleaded guilty to carrying an unlicensed firearm, and other offenses, in a road rage incident, receiving an eight- to 23-month jail sentence plus five years of probation; while he was out on bail on that charge he was arrested for DUI and drug possession, to which he also pleaded guilty.
