This is an offseason hype piece and not worth paying much attention to. I would say let him prove he can be a mainstay at receiver here even if it’s just at depth.
More likely to take the receiver poised to breakout but not making the roster award from that guy who used to play with Sam at USC whose name I can't even remember I would imagine.

Burnett was a good receiver. I mean good enough that we shouldn’t have cut him, not good like “we blew it”. Guy laid out for more grabs in those few games in 2018 than Robby did in his entire tenure here. we hardly knew ye
Burnett is too slow for the NFL. 5'11 and slow. Smith is a much better prospect because he has the physical tools needed to stick in this league. He has 4 inches and 30 lbs on Burnett and is much faster.
I thought he deserved a proper chance at grabbing a spot, he didn't seem to do much wrong when on the field. Been and gone from the 49ers practice squad but still at the Eagles apparently.
I won't rule Vincent Smith out from having a good season. After laughing some 80 pound camp foder out of training camp for looking like a #2 pencil I won't get fooled again. Vincent's arms even look like Robbie's!
He's got size and speed. And he has some familiarity with the offense. If the OL is markedly better, why NOT?
