You can look up what they say ,if the tech actually exists. - what do qualifications have to do with it? The qualification is - the tech exists and they talk about it. I don't know the origin or actual intention of them specifically. Regardless, they show tech that is very real and has been shown. Asking for qualifications = you need an authority figure to tell you what to think/ what you're allowed to think/tell you how to think.
